From the storied heritage of the Market House to the creative spirit of entrepreneurs like Hatch Hollow, it’s universally recognized that Downtown Meadville is the beating heart of our city and surrounding area. But a thriving downtown doesn’t happen by accident—it is the result of a specific “recipe” for success that combines a diverse business mix, active gathering spaces, and a collaborative community spirit.
At the core of the Meadville Community Revitalization Corporation’s (MCRC) mission is fostering this growth by working with stakeholders, developing needed resources, and providing direction and purpose to achieve that recipe. The question then becomes: what is that recipe for Meadville?
It’s a valid and important question. How do we know what “right” looks like when it comes to a thriving downtown? Thankfully, Meadville isn’t alone here. Many communities have confronted the same question and collectively put in the work to achieve success. What’s more, in studying these communities, several consistent “recipe” ingredients emerged that can act as benchmarks for Meadville to strive for.
To help our current and future business owners, developers, and community partners, we want to share the elements—and the supporting statistics—that are proven to make a thriving downtown.

The “10+10+10” Rule: A Blueprint for Density
One of the most effective metrics for a successful downtown is the 10+10+10 rule. Research across hundreds of successful districts shows that a downtown reaches “critical mass” when it clusters the following within just three to four lineal blocks:
- 10 Places that Sell Food: Including bistros, cafes, bakeries, and sit-down restaurants.
- 10 Destination Retail Shops: Such as galleries, bookstores, specialty outfitters, and unique boutiques.
- 10 Businesses Open After 6:00 PM: Entertainment venues, bars, and shops that extend their hours.
When these businesses are clustered together, they become a collective “anchor tenant.” People don’t visit just for a singular store; they visit for the experience of the whole street, which keeps them in town longer and increases spending across all businesses.

The Power of the Evening Economy
Did you know that 70% of all consumer retail spending now takes place after 6:00 pm? In fact, overnight visitors spend the most time and money in towns where there are active things to do after dinner.
A healthy downtown isn’t a “9-to-5” utilitarian center; it is a “Third Place”—a community living room where people hang out between home and work. Our monthly First Friday events from 5:00 PM to 8:00 PM are a perfect example of how extended hours, a festive atmosphere, and unique experience at each participating location can drive traffic and support our local entrepreneurs. Successful downtowns prioritize:

- Sidewalk Dining: Patios and cafes that “animate” the street and can increase individual restaurant sales by 30% or more. (Julian’s)
- Wayfinding Signage: Well-placed, consistently branded wayfinding that directed people to nearby walkable amenities also contributed positively to people’s impressions.
All of the successful downtown districts worked with their local officials to craft enforceable ordinances meant to encourage eye-appealing facades. Many also established storefront standards through their chambers of commerce or downtown business organizations similar to those drafted by the Meadville Independent Business Alliance (MIBA) for its members. Others went a step further establishing contests that recognized the “Storefront of the Month” that included a sign outside for passing customers to notice.

A thriving downtown is the best economic recruitment tool a city has 24. Success breeds success: districts that maintain a 97% occupancy rate and a business turnover of less than 5% become magnets for private investment.
